What is Boreal Spain?

Boreal is a citizen-powered platform designed to turn your ideas into real laws. Many proposals widely supported by society never even reach Parliament. Boreal solves this issue by revitalizing an existing yet little-known democratic tool: the Legislative Popular Initiative (ILP).

The Problem

The ILP is a Spanish constitutional mechanism allowing citizens to submit legislative proposals directly to Parliament after collecting signatures. However, despite its potential, this 45-year-old system is outdated, heavily bureaucratic, paper-based, and extremely challenging to navigate. Consequently, very few ILPs have succeeded in Spain.

We experienced this firsthand by collecting over 700,000 signatures for the ILP for the Regularization of Migrants. This inspired us to create Boreal—a simpler, effective solution accessible to everyone.
