Legislative Popular Initiative – Extraordinary Regularization

On February 16, 2023, the Spanish Electoral Census officially certified that, on December 22, 2022, over 500,000 valid signatures had been submitted in support of the Legislative Popular Initiative (ILP) for the Extraordinary Regularization of Migrants in Spain. These signatures were collected through the coordinated efforts of more than 900 organizations and 14,000 volunteers across the country.
This historic civil society mobilisation sought to urge the Spanish Parliament to debate and approve a legal mechanism to regularize the situation of hundreds of thousands of undocumented migrants living in Spain.
The Mission of the Project was to defend the rights and dignity of all people living in Spain, regardless of their administrative status, and to show that large-scale citizen-led political participation can drive institutional change and legislative reform.

The initiative was born, led and funded by the Global Citizens Foundation, and made possible thanks to the digital coordination platform Wikizens.com. This platform played a crucial role in organizing the collection and verification of over 700,000 signatures in total. From the success and learnings of Wikizens, a new European-scale project was launched: Boreal.

Together, they formed a broad-based platform known as Esenciales.info, uniting diverse voices and organizations across the ideological spectrum around a common goal: dignity, justice, and recognition for migrant communities.
